APROVECHAR EL DILUVIO

El estado de California, pionero en legislación medioambiental de vanguardia, está estudiando la posibilidad de emplear el agua de las tormentas para tratar de paliar el efecto de los últimos cinco años de sequía. La administración está impulsando inversiones para desarrollar infraestructuras que permitan reaprovechar el agua de las riadas en una red de canales propia "en lugar de mandarla a sumideros para que llegue al mar cuanto antes". En palabras de Keith Lichten, del departamento de control de calidad de las aguas, se trata de invertir la corriente de pensamiento para dejar de ver el agua de las tormentas como una amenaza para convertirla en un recurso. "Por supuesto que lo primero es volver a la normalidad y conseguir la vuelta a la normalidad de las personas afectadas. Pero tenemos que darnos cuenta de que, en nuestra prisa por librarnos del agua, estábamos desperdiciando un recurso hídrico que se puede encauzar, tratar, purificar y aprovechar, por ejemplo, para regar cultivos o jardines". Lo que la propuesta de California intenta es mantener el equilibrio del ciclo del agua incluso en condiciones climatológicas adversas. Una prueba de que, en ocasiones, la mejor manera de transformar el mundo pasa por ser capaces de ver oportunidades donde antes sólo había amenazas.

The state of California, a pioneer in state-of-the-art environmental legislation, is exploring storm water use to try to mitigate the effects of the last five years of drought. The administration is promoting investments to develop infrastructures that reutilize flood water in its own network of channels "instead of sending it to sewers so that it reaches the sea as soon as possible". In the words of Keith Lichten, of the water quality control department, it is a matter of reversing the current trend of thought, to stop seeing the water from storms as a threat and making it into a resource. "Of course, the first thing is to get back to normal and to get people back to their normal lives. But we have to realize that in our rush to get rid of the water, we were wasting a water resource that can be channeled, treated, purified and used to irrigate crops or gardens ". What the California proposal seeks is to maintain the balance of the water cycle even in adverse weather conditions. Proof that sometimes the best way to transform the world is to be able to see opportunities where there were once only threats.
